Although the ideas behind direct cash transfers and basic income have long histories, the model was previously somewhat restricted to public policy and advocacy circles. But the combination of rising inequality and the impact of COVID-19 on low-income households has philanthropists\u2014foundations as well as individual donors and families\u2014paying attention.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the past, direct cash giving was more common in international development efforts and giving overseas, but the practice has gone domestic. In recent years, advocates, researchers, municipal governments and local nonprofits have been convening pilot programs and case studies across the U.S.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The concept is simple: instead of giving to an organization or program working to alleviate poverty by addressing healthcare, education, food insecurity or housing, donors give funds to organizations who then route the cash directly to eligible recipients, no strings attached. According to the philosophy of the approach, recipients themselves know best how to use these funds and can direct them how they please; whether they go toward rent or utilities, a child\u2019s school supplies or paying down a healthcare bill. The practice is being adapted to fit new and emerging charitable needs. For example, in March 2022, <a href=\"https:\/\/www.unicef.org\/ukraine\/en\/press-releases\/unicef-reaches-350000-children-cash-assistance-through-spilno-programme\" target=\"_blank\" rel=\"noreferrer noopener\">UNICEF launched a direct cash transfer program<\/a> in collaboration with the Ukrainian government to support Ukrainian households with young children. In the U.S., new programs offering direct cash transfers are focused on <a href=\"https:\/\/www.pointsourceyouth.org\/interventions\/direct-cash-transfers\" target=\"_blank\" rel=\"noreferrer noopener\">youth experiencing homelessness<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While the concept of direct cash giving may be straightforward, putting it into practice can open a universe of questions about charitable impact, public policy and personal agency. In her book on the topic, <em><a href=\"https:\/\/www.penguinrandomhouse.com\/books\/551618\/give-people-money-by-annie-lowrey\/\" target=\"_blank\" rel=\"noreferrer noopener\">Give People Money<\/a><\/em>, journalist Annie Lowrey calls cash transfers a \u201ccomplicated, transformative, mind-bending&#8221; approach to poverty. So, what should donors who are interested in direct cash transfers know before committing their own charitable capital? We have assembled a short primer on the practice, including its basic tenants, recent examples and some of the debates and ongoing conversations within the emerging world of direct cash giving.<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Principles<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The practice today goes by many names: direct giving, direct cash transfers (DCT) or unconditional cash transfers (UCT). The work also intersects (but does not completely overlap with) both microfinance and advocacy supporting a guaranteed, basic or universal basic income (UBI) as a matter of public policy.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">No matter what it is called, certain basic principles apply:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Unconditional: <\/strong>Direct transfers differ from microlending in that they are direct grants of cash with no expectation of repayment or interest. They don\u2019t resemble \u201cmeans-tested\u201d government benefits which phase out when or if recipients achieve a specific level of financial stability, either. Direct cash transfers do not typically require specific actions or promises from recipients.<\/li>\n\n\n\n<li><strong>Direct: <\/strong>Nonprofits that facilitate direct cash transfers emphasize a frictionless and direct transfer of funds to recipients, and tend to minimize their own organizational infrastructure. Payments for recipients can arrive in the form of checks, direct deposits or through digital banking products.<\/li>\n\n\n\n<li><strong>Trust-based: <\/strong>Dollars are no strings attached and come with no specific conditions on how to spend them. Unlike traditional relief or development, cash transfers do not provide in-kind goods or services like food or healthcare, but rather give the recipient the choice to spend as they best see fit. Like <a href=\"https:\/\/www.nptrust.org\/philanthropic-resources\/philanthropist\/trust-based-philanthropy-a-primer-for-donors\/\" target=\"_blank\" rel=\"noreferrer noopener\">trust-based philanthropy<\/a>, the model puts a high value on independence, self-determination, agency and autonomy.<\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">What We\u2019re Learning: Research Results<\/h3>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"845\" height=\"623\" src=\"https:\/\/www.nptrust.org\/wp-content\/uploads\/2022\/10\/Blog_Diect-Cash-skyline.jpg\" alt=\"\" class=\"wp-image-7785\" style=\"width:406px;height:300px\" srcset=\"https:\/\/www.nptrust.org\/wp-content\/uploads\/2022\/10\/Blog_Diect-Cash-skyline.jpg 845w, https:\/\/www.nptrust.org\/wp-content\/uploads\/2022\/10\/Blog_Diect-Cash-skyline-300x221.jpg 300w, https:\/\/www.nptrust.org\/wp-content\/uploads\/2022\/10\/Blog_Diect-Cash-skyline-768x566.jpg 768w\" sizes=\"auto, (max-width: 845px) 100vw, 845px\" \/><figcaption class=\"wp-element-caption\"><em>An independent analysis found that Stockton, CA&#8217;s 2019 basic income pilot benefited recipients in numerous ways.<\/em><\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">Direct cash transfers and guaranteed income have become major subjects of study within international development, economics and other fields. We have included a few representative findings here:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>GiveWell, an organization that evaluates nonprofits through an \u201ceffective altruism\u201d lens, finds that <a href=\"https:\/\/www.givewell.org\/international\/technical\/programs\/cash-transfers\" target=\"_blank\" rel=\"noreferrer noopener\">international cash transfers<\/a> have the \u201cstrongest track record we&#8217;ve seen for a non-health intervention,\u201d and prioritizes direct giving among its approaches.<\/li>\n\n\n\n<li>In Stockton, CA, <a href=\"https:\/\/www.stocktondemonstration.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">a small donor-supported pilot program<\/a> in collaboration with the mayor\u2019s office gave 125 residents $500 each month for two years. <a href=\"https:\/\/static1.squarespace.com\/static\/6039d612b17d055cac14070f\/t\/603ef1194c474b329f33c329\/1614737690661\/SEED_Preliminary+Analysis-SEEDs+First+Year_Final+Report_Individual+Pages+-2.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">An independent research team<\/a> found that program participants fared better financially, experienced better employment results, had more money on hand for emergency expenses and were able to repay debts at higher rates than non-participants.<\/li>\n\n\n\n<li>The Urban Institute <a href=\"https:\/\/www.urban.org\/sites\/default\/files\/publication\/104760\/funding-direct-cash-initiatives_1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">examined Washington DC\u2019s THRIVE East of the River basic income project<\/a>. It found that funders both large and small were motivated to support the project for a combination of reasons, including COVID-19&#8217;s impact on low-income communities, the 2020 summer of protest against police violence, interest in the direct cash model, and the partnership model behind the effort.<\/li>\n\n\n\n<li><a href=\"https:\/\/www.cambridge.org\/core\/journals\/journal-of-social-policy\/article\/abs\/impact-of-cash-transfers-a-review-of-the-evidence-from-low-and-middleincome-countries\/F8273371A30A504CBDCAFA32BF6F2EAD\" target=\"_blank\" rel=\"noreferrer noopener\">A \u201cmeta-analysis\u201d of 165 direct cash studies<\/a> in low-income countries found that a majority of them \u201ccontributed to progress in the selected indicators in the direction intended by policymakers.\u201d<\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Non-Financial Benefits for Recipients of Direct Cash Transfers<\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">There is other evidence that cash transfers\u2019 impact isn\u2019t solely economic. Studies have shown positive effects across metrics like nutrition, mental health and newborn development.<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>A UNICEF-supported cash transfer program <a href=\"https:\/\/bmcmedicine.biomedcentral.com\/articles\/10.1186\/s12916-017-0848-y\" target=\"_blank\" rel=\"noreferrer noopener\">improved the nutritional health of children<\/a> suffering from severe acute malnutrition in the Democratic Republic of Congo, according to one study published in <em>BMC Medicine<\/em>.<\/li>\n\n\n\n<li>A study that tracked a cash transfer program in Kenya, run by U.S.-based NGO <a href=\"https:\/\/www.givedirectly.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">GiveDirectly<\/a>, found that recipients, in addition to spending the transfers on food and investing in agricultural equipment, reported <a href=\"https:\/\/www.ncbi.nlm.nih.gov\/pmc\/articles\/PMC7575201\/\" target=\"_blank\" rel=\"noreferrer noopener\">improved psychological well-being<\/a>.<\/li>\n\n\n\n<li>A <a href=\"https:\/\/www.pnas.org\/doi\/10.1073\/pnas.2115649119\" target=\"_blank\" rel=\"noreferrer noopener\">study published in <em>Proceedings of the National Academy of Sciences<\/em><\/a> found that babies whose mothers had received a cash benefit through a pilot program, funded by a consortium of private donors and the National Institutes for Health, called <a href=\"https:\/\/www.babysfirstyears.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">Baby\u2019s First Years<\/a> \u201cwere more likely to show brain activity patterns that have been associated with the development of thinking and learning.\u201d<\/li>\n\n\n\n<li>However, research results do vary. A <a href=\"https:\/\/papers.ssrn.com\/sol3\/papers.cfm?abstract_id=4154000\" target=\"_blank\" rel=\"noreferrer noopener\">recent working paper <\/a>from researchers at Harvard University and the University of Exeter found \u201cno evidence that [cash transfers] had positive impacts\u201d on \u201cfinancial well-being, psychological well-being, cognitive capacity, and physical health.\u201d<\/li>\n<\/ul>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading\">Opportunities for Donors: Ongoing Pilots, Research and Advocacy<\/h3>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"alignright size-full is-resized\"><img loading=\"lazy\" decoding=\"async\" width=\"845\" height=\"623\" src=\"https:\/\/www.nptrust.org\/wp-content\/uploads\/2022\/10\/Blog_Direct-Cash-hands.jpg\" alt=\"\" class=\"wp-image-7783\" style=\"width:406px;height:300px\" srcset=\"https:\/\/www.nptrust.org\/wp-content\/uploads\/2022\/10\/Blog_Direct-Cash-hands.jpg 845w, https:\/\/www.nptrust.org\/wp-content\/uploads\/2022\/10\/Blog_Direct-Cash-hands-300x221.jpg 300w, https:\/\/www.nptrust.org\/wp-content\/uploads\/2022\/10\/Blog_Direct-Cash-hands-768x566.jpg 768w\" sizes=\"auto, (max-width: 845px) 100vw, 845px\" \/><\/figure>\n<\/div>\n\n\n<p class=\"wp-block-paragraph\">At this stage, donors interested in direct cash transfers or guaranteed income can offer support in a few different ways. Some may wish to finance further demonstrations and pilots, often created in partnership with a municipality. Others will seek to underwrite research and advocacy in partnership with existing nonprofits like think tanks and universities. And other donors may want to fund specific programs by population or area served, such as young people, refugees, homeless individuals or expectant and new mothers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Whatever the approach, it\u2019s important to note that support for cash transfer programs can complement and supplement donors\u2019 existing giving priorities in other areas like health, nutrition, education, migration and refugees and economic mobility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For donors who are interested in learning more about ways to give directly, the following is an illustrative, but non-exhaustive, list of current projects and initiatives:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><a href=\"https:\/\/www.givedirectly.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">GiveDirectly<\/a> is a major player in international direct cash grantmaking. Their primary programs focus on recipients across sub-Saharan Africa in Kenya, Rwanda, Uganda and other countries. They also have programs in Yemen and the U.S. (see below). The group has distributed $550 million through direct cash grants and basic income pilots since its founding in 2008.<\/li>\n\n\n\n<li>Domestically, GiveDirectly has partnered with the donor-led Georgia Resilience and Opportunity Fund to create <a href=\"https:\/\/www.thegrofund.org\/faqs\" target=\"_blank\" rel=\"noreferrer noopener\">In Her Hands<\/a>, a pilot that will provide a monthly guaranteed income of $850 to Black women in Atlanta and in two other communities in Georgia.<\/li>\n\n\n\n<li>The <a href=\"https:\/\/springboardto.org\/magnolia-mothers-trust\/\" target=\"_blank\" rel=\"noreferrer noopener\">Magnolia Mothers\u2019 Trust<\/a>, a program of <a href=\"https:\/\/springboardto.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Springboard to Opportunities<\/a>, provides a monthly $1,000 cash transfer to low-income Black mothers in Jackson, MS for one year. The <a href=\"https:\/\/springboardto.org\/wp-content\/uploads\/2024\/09\/MMT-Evaluation-Full-Report-2021-22-website-1.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">most recent cohort of recipients reported<\/a> high levels of satisfaction, increased agency and more time for their children and families.<\/li>\n\n\n\n<li>Mayors for a Guaranteed Income, a nonprofit group advocating for basic income policies, collects a listing of <a href=\"https:\/\/www.mayorsforagi.org\/resources\" target=\"_blank\" rel=\"noreferrer noopener\">planned and ongoing basic income projects across the U.S.<\/a> Donors currently have opportunities to fund philanthropic-municipal partnerships in places like <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2022-06-15\/chicago-taps-givedirectly-for-ubi-pilot-program?sref=b8xJAIRO\" target=\"_blank\" rel=\"noreferrer noopener\">Chicago, IL<\/a>, <a href=\"https:\/\/denverbasicincomeproject.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Denver, CO<\/a>, <a href=\"https:\/\/www.stepupdurham.org\/excel\" target=\"_blank\" rel=\"noreferrer noopener\">Durham, NC<\/a>, <a href=\"https:\/\/oaklandresilientfamilies.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Oakland, CA<\/a> and <a href=\"https:\/\/www.rva.gov\/community-wealth-building\/richmond-resilience-initiative#:~:text=Richmond%2C%20Virginia's%20guaranteed%20income%20pilot%20program&amp;text=Over%20the%20course%20of%2024,traditional%20social%20safety%20net%20programs.\" target=\"_blank\" rel=\"noreferrer noopener\">Richmond, VA<\/a>.<\/li>\n\n\n\n<li>Donors interested in funding more research and advocacy can support programs like the <a href=\"https:\/\/www.economicsecurityproject.org\/guaranteedincome\/\" target=\"_blank\" rel=\"noreferrer noopener\">Economic Security Project\u2019s Guaranteed Income work<\/a> or the <a href=\"https:\/\/www.jainfamilyinstitute.org\/our-work\/guaranteed-income\/\" target=\"_blank\" rel=\"noreferrer noopener\">Jain Family Institute\u2019s initiative<\/a>. Dedicated academic research is taking place at the <a href=\"https:\/\/www.penncgir.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">Center for Guaranteed Income Research<\/a> at the University of Pennsylvania and Stanford University\u2019s <a href=\"https:\/\/basicincome.stanford.edu\/\" target=\"_blank\" rel=\"noreferrer noopener\">Basic Income Lab<\/a>.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Direct transfers and guaranteed income are developing approaches within philanthropy.
