Updated June 4, 2020.<\/em><\/p>\n<p>&nbsp;<\/p>\n<p><span data-contrast=\"auto\">Similar to&nbsp;other disasters, the COVID-19 pandemic has&nbsp;<\/span><span data-contrast=\"auto\">sparked a rise in charity<\/span><span data-contrast=\"auto\">&nbsp;fraud.&nbsp;<\/span><span data-contrast=\"auto\">Scammers are using the crisis to create fake charities and crowdfunding campaigns\u2014<\/span><span data-contrast=\"auto\">prompting<\/span><span data-contrast=\"auto\">&nbsp;both the Federal Trade Commission and the Consumer Financial Protection Bureau to urge&nbsp;<\/span><span data-contrast=\"auto\">Americans to take&nbsp;<\/span><span data-contrast=\"auto\">precaution when donating.&nbsp;<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">W<\/span><span data-contrast=\"auto\">hen you use your National Philanthropic Trust donor-advised fund to recommend a grant, our&nbsp;<\/span><span data-contrast=\"auto\">G<\/span><span data-contrast=\"auto\">rants&nbsp;<\/span><span data-contrast=\"auto\">T<\/span><span data-contrast=\"auto\">eam goes to work for you&nbsp;<\/span><span data-contrast=\"auto\">to ensure that your&nbsp;<\/span><span data-contrast=\"auto\">philanthropy is directed to a qualified nonprofit organization<\/span><span data-contrast=\"auto\">&nbsp;and not to a fraudulent&nbsp;<\/span><span data-contrast=\"auto\">one.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">In a blog post from last fall, we shared the following two critical questions our grants team answers before approving a grant:<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<ul>\n<li><b><span data-contrast=\"auto\"> Is the grantee a public charity?<\/span><\/b><span data-contrast=\"auto\">\u202fFirst, our team verifies that the organization you wish to support is an eligible grantee. Grantees generally must be tax-exempt under Section 501(c)(3) of the Internal Revenue Code and classified as public charities. If the grantee organization is located outside of the U.S., NPT must either obtain a legal opinion that the organization is the equivalent of a U.S. public charity (a process known as equivalency determination), or ensure that the grant is spent only for the charitable purpose for which it was made (a process known as\u202f<\/span> <a href=\"https:\/\/www.irs.gov\/charities-non-profits\/private-foundations\/grants-by-private-foundations-expenditure-responsibility\"><span data-contrast=\"none\">expenditure responsibility<\/span><\/a><span data-contrast=\"auto\">). This involves obtaining expenditure reports from the grantee and providing information on the grant to the IRS. Due to their complexity, international grants require four to six weeks to process, compared with <\/span><span data-contrast=\"auto\">less than <\/span><span data-contrast=\"auto\">one week for grants to domestic organizations.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">\n<p><\/span><\/li>\n<li><b><span data-contrast=\"auto\"> Will the grant fulfill a charitable purpose?<\/span><\/b><span data-contrast=\"auto\">\u202fWhen donors make grant recommendations for unrestricted purposes, the process is relatively straightforward; if the nonprofit is a recognized public charity, no further review is necessary. However, if the grant will support a specific event or if the grant could result in a benefit to the donor, NPT\u2019s grants team must do additional research. For instance, a donor may wish to support the fundraising efforts of an individual participating in a 5K run for charity. If the individual entering the race is not related to the donor, the grant can be approved. If the race participant is the donor or an individual related to the donor, he or she must first meet the <\/span><span data-contrast=\"auto\">minimum fundraising requirement to enter the race before the grant can be approved.<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"auto\">One of the most common areas of concern is\u202f<\/span><a href=\"https:\/\/www.nptrust.org\/philanthropic-resources\/philanthropist\/can-i-use-my-daf-for-that\/\"><span data-contrast=\"none\">split (or bifurcated) gifts<\/span><\/a><span data-contrast=\"auto\">\u202fin which a donor\u2019s gift supports a charity but also provides a personal benefit such as tickets or tables for a gala. This is not allowed by the IRS. Another area of concern is the use of donor-advised funds to satisfy donor pledges, which is permissible&nbsp;as long as&nbsp;the grant letter or check&nbsp;<\/span><span data-contrast=\"auto\">doesn\u2019t<\/span><span data-contrast=\"auto\">&nbsp;reference the pledge. Grant funds also cannot be used to support political candidates or lobbying activities.<\/span><span data-ccp-props=\"{&quot;201341983&quot;:0,&quot;335559739&quot;:160,&quot;335559740&quot;:259}\">&nbsp;<\/span><\/p>\n<p><span data-contrast=\"auto\">Conducting due diligence takes time and resources.
